After summoning up the courage to speak publicly and openly for the first time about a strange and misunderstood condition, Phil Hulett goes into detail about the painful reaction he and countless others experience when water touches the skin. The condition is called Aquagenic Pruritus, but for now there is no cure and not a lot of consensus on a lasting treatment. Dr. Gil Yosipovitch, better known as "Dr. Itch" is one of the few doctors in America who is looking into this condition seriously and searching for answers, cures and some kind of hope for Phil and his fellow sufferers. Phil Hulett's Father-In-Law was a member of the Philippine Scouts during World War II and was held prisoner for 3 and a half years after the infamous "Bataan Death March." 75 years later, the U.S. Government is recognizing 260,000 Filipino soldiers who fought alongside Americans with the Congressional Gold Medal.
